World Baseball Classic Inc. announced Wednesday that it will allow 12 new countries to compete in 2013 as part of the new play-in round.

France, Spain, Great Britain, Germany, New Zealand, Colombia, Nicaragua, Brazil, Israel, Thailand, the Czech Republic and the Philippines are the 12 new participants, and all will play in the 16-team play-in round.

Canada, Chinese Taipei, Panama and South Africa also will be placed in the play-in round after going winless in 2009.

The 16 teams will be divided into four pools, and the winner of each pool will go on to play in the WBC.
